Create a co-owner role for projects

Specifically, either create a co-owner role that allows others to assign tokens, launch / close surveys, include / reject data, or add this as an option when adding a new collaborator, so that there are three options:
1 Make changes
2: View data
3: Manage tokens and experiment (i.e.same rights as the owner)
