Add a way to move multiple nodes in the experiment builder

I've found that with several students I'm working with the experiment builder gets very messy when adding in additional nodes for branching and quotas. I think this is because there is no way to move multiple nodes. Some way to drag and select multiple nodes would make arranging the experiment builder nodes more user friendly.

This item is currently planned as part of a significant refresh of the Experiment Builder tool. While it may not appear in the first wave of the update (currently scheduled for end of Q3 2023 - end of October) it should appear in the second wave (planned for Q4 2023, Q1 2024).
